Learning Management Systems (LMS) have become a widely used technology and they present a key instrument in supporting e-Learning in higher education institutions. Therefore many educational technologists explore these systems from various aspects. One of their specifics is that every educational institution differs in its experience with the usage of these systems. South East European University used commercial LMS for three years and afterward decided to develop and implement an in house LMS. In parallel with the LMS usage and its further development another perspective which raised considerable attention was how to be able to assess the actual extent of staff's usage of the LMS. The need for a reliable guide of the extent of usage of a LMS becomes apparent when one considers the complexity of assessing to what extent a LMS is actually used within an institution. In this direction the paper presents a model for the assessment of LMS gained from the statistical processing of the data generated from the survey conducted at SEEU regarding the LMS usage.
