The present invention relates to a catalyst for selective catalytic reduction capable of removing nitrogen oxides using ammonia as a reducing agent and a method for preparing the same. It is composed of 0.1 to 5 parts by weight of vanadium, 1.5 to 2 parts by weight of antimony, and 0.25 to 1 parts by weight of phosphorus based on 100 parts by weight of titania, and after simultaneously or sequentially supporting, drying and firing antimony and vanadium on a titania carrier, phosphorus It can be prepared by further supporting phosphorus, drying and calcining. The catalyst supports antimony in a vanadium/titania denitration catalyst using ammonia as a reducing agent while supporting phosphorus, which is known to act as a deactivation effect of a conventional catalyst, together with antimony in the catalyst manufacturing process. By inducing a promoter effect acting as an activity enhancing agent, excellent nitrogen oxide removal efficiency can be exhibited even in a low-temperature region.
