It includes the step of immersing and germinating brown rice in an immersion water containing a plant extract. According to the present invention, it is possible to significantly increase the content of GABA during germination of brown rice, and when the germinated brown rice extract extracted therefrom is applied to a cosmetic composition, it is possible to prepare a natural cosmetic with excellent whitening and antioxidant effects.
