Provided are a transparent complex-phase fluorescent ceramic and preparation method therefor. The complex-phase fluorescent ceramic consists of a fluorescent phase and ceramic matrixes having the same structure or similar structures. These two phases have slightly different refractive indexes, and are uniformly distributed in the complex-phase ceramic structure. Under the excitation of an excitation light source, effective scattering of excitation light at a ceramic grain boundary can be implemented by using the difference between the reflective indexes of the two phases in the complex-phase ceramic, thus improving the excitation efficiency and emergent light uniformity. In addition, since the difference between the refractive indexes of the fluorescent phase and the ceramic matrixes is small and no pore and defect is introduced to the ceramic structure, high transmittance and heat conductivity of a fluorescent ceramic sample are ensured, thus meeting application requirements of large-power white-light illumination devices.
