The present invention provides a cuff structure and a blood pressure measurement device in which a sensing cuff can be in close contact with a region where an artery in a wrist is present. A cuff structure 6 comprises: a sensing cuff 73 that is provided to the inner peripheral side on one end 5a side of a curler 5, and is in contact with a region where an artery 210 in a wrist 200 is present; and a pressing cuff 71 that expands so as to press at least the sensing cuff 73 and the other side of the wrist 200, and is at least provided extending to the one end 5a of the curler 5 from a region that faces the wrist 200 and is on the inner peripheral side of the one end 5a side of the curler 5, with the sensing cuff 73 provided to a surface facing the region where the artery 210 in the wrist 200 is present.
