Provided is a cuff structure that can be manufactured with a small number of components, a blood pressure measurement apparatus, a method for manufacturing the cuff structure, and a method for manufacturing the blood pressure measurement apparatus. A cuff structure 6 is provided with: a first cuff 71 that is formed, in a bag-like shape, by a part of a first sheet member 86 and a part of a second sheet member 87; and a second cuff 73 that is formed, in a bag-like shape, by another part of the first sheet member 86 and another part of the second sheet member 87, both of which constitute the first cuff 71, and that is layered on the first cuff 71. The cuff structure 6 is wound around a living body and is expanded by supply of a fluid into the internal space.
