PROBLEM TO BE SOLVED: To further automate the planning of robot control. A simulation system according to an embodiment is based on an arrangement determining unit that determines the arrangement of the robot with respect to another object based on an arrangement constraint relating to the robot, and a relationship between the determined arrangement and the other object. The path generator that generates a path representing the trajectory between tasks executed by the robot and the operation program that includes the generated path are virtually executed in the virtual space where the robot and other objects are placed.
