A catalyst containing 10-15% Cu and 2-7% Bi is made by impregnating a continuous phase silica gel with an aqueous nitric acid solution of cupric and bismuth nitrates at room temperature for 5-15 minutes and heating the resulting blue gel at 450 DEG -700 DEG C. for 2-100 hours.
