The pen or pencil has a cap which is not fully removable. The cap is fixed to the pen casing or a tip section, and the tip section of the cap has an outlet hole for the writing tip, and the cap slides and/or turns on the lengthwise axis of the pen. The cap and the casing or tip section can be in one piece, and the tip section can be coupled directly to and integral with an actuator. The actuator can be in the form of a grip ring or strip or clip directly above the writing tip at the position of the fingers. Alternatively it can be a press-button connected to the tip section by an extension piece.
