The flow of liquid in open channel such as irrigation channel is measured by counting oscillations of gate with counterweight which opens and closes to control liquid level. A principal gate (11) in the irrigation channel (10) pivots (12) with the counterweight (13) in liquid flow. Action of gravity ensures that channel is normally closed unless water level rises above the pivot point. A diverter gate (21) on pivoting (22) arm (23, 24) carries a counterweight (25) which interacts with the principal gate. When principal gate opens the diverter gate is operated to closed position to isolate quantity of water.
