The invention relates to a method and a device for forming an endless cigarette rod, from which cigarettes are continally severed. To this end, a thin layer of tobacco is applied to a rod conveyor, the said layer having a low height in relation to the width perpendicularly to the conveying direction; as it is conveyed further, this thin layer of tobacco is converted into a rod, the inner region (core region) of which has a lower density of tobacco than the outside region. The tobacco rod is preferably formed by first making a U-shape of tobacco which is kept as free as possible at the centre and then deforming the U-shape to form a closed rod.
