PURPOSE:In introducing an inner diameter regulating body into a resinous tube and heating or cooling the tube while causing the tube to travel, to reduce the tube taking up speed less than the tube delivery speed thereby to freely shrink the tube in the vertical direction to remove the vertical residual shrinking percentage. CONSTITUTION:An inner diameter regulating body 6 is introduced into the inner part of a heat shrinking synthetic resin tube 8 by directing its conical end 6' in the direcrion of delivery rolls 1 and 1'. Then, the regulator 6 is retained between the delivery rolls 1, 1' and support rolls 2, 2' to continuously deliver the tube 8. Simultaneously, fluids are emitted from a heating fluid discharge nozzle 11 and a cooling fluid discharge nozzle 12 are discharged from the outer part of the regulatar 6, and the tube is heated and shrunk, and thereafter rapidly cooled. The tube is then taken up by retarding the speed of the taking up rolls 7 and 7' less than that of the delivery rolls 1 and 1'.
