PURPOSE: To provide an agent for the treatment of mental disorder or primary degeneration dementia and amnestic syndrome by using a specific benzimidazoline-2-oxo-1-carboxylic acid derivative as an active component. CONSTITUTION: This agent for the treatment of mental disorder, primary degeneration dementia and amnestic syndrome contains a benzimidazoline-2-oxo-1- carboxylic acid derivative of the formula I [R is H, a 1-6C alkyl, a 2-6C alkenyl or a 2-6C alkynyl; Y is O or NH; A is a group of the formula II ((n) is 0-3), the formula III, the formula IV or the formula V], its physiologically permissible acid addition salt or their solvated compounds as active component. The compound of the formula I is e.g. N-(endo-8-methyl-8-azabicyclo[3,2,1]oct-3-yl)-2,3- dihydro-2-oxo-1H-benzimidazole-1-carboxamide.
