PURPOSE:To obtain the title composition containing a specific anionic surfactant, succinic acid derivative and sulfobetain at specific ratios, respectively and having excellent low-temperature stability and coating film formation preventing ability as well as excellent use feeling. CONSTITUTION:The aimed composition containing (A) 10-40wt.% one or more kind of anionic surfactants selected from a group consisting of a polyoxyethylene alkyl ether(POAE) sulfuric acid salt, alkylbenzene sulfonic acid salt, alpha-olefin sulfonic acid salt, alkane sulfonic acid salt and POAE carboxylic acid salt and (B) succinic acid derivative expressed by the formula I (R1 is 8-18C alkyl or alkenyl; X and Y are H, alkali metal, ammonium or alkanolamino) and sulfobetain expressed by the formula II (R2 is 8-18C alkyl or alkenyl; R3 and R4 are 1-2C alkyl; Z is H or OH) and being 1-10wt.% in the components B+C and 0.1-1wt.% in weight ratio of components B/C.
