The present invention relates to a high sensitivity fabric having a nonwoven web material with a fluorescent layer. The concentration of fluorescent pigments in the fabric increases as it approaches the marked outer surface of the fabric than other outer surfaces of the fabric. The fabric is used to make life jackets, delivery labels and other articles requiring high sensitivity.
