PURPOSE:To make it possible to constitute both manually operated type and motor driven type inclined angle adjusting devices, by forming a manipulating lever for retracting a tilt member and a manipulating lever for adjusting the tilt member to a desired position, in one unit body. CONSTITUTION:An inclined angle adjusting device is composed of a compression spring 16 disposed between both brackets 11, 13, for urging a steering wheel 14 to move toward a maximum inclined position, a pair of left and right ratchets 17, 18 for allowing and inhibiting a tilt of an upper bracket 13 with respect to a lower bracket 11, balls 20, 21 and manipulating levers 22, 23. The ratchets 17, 18 are fixed to both left an right sides of a lower bracket 11, having arcuate tooth sections 17a having support shafts 12A, 12B as centers. Further, the inclined angle adjusting device is provided therein with a first memory plate 31 for controlling the rotation of the ball 20 and a second memory plate 32 and a coupling plate 33.
