PURPOSE: To establish a continuous decomposition.resource making treatment system of fluorocarbon, etc., by ultraviolet light and to put the system into practice use. ;CONSTITUTION: A lubricating oil is separated and removed from a recovered fluorocarbon, etc., (specified fluorocarbon, substitutive fluorocarbon, halon or halogen-containing org. solvent) using a separating device 1 of the fluorocarbon, etc., from the lubricating oil at normal temp. and normal pressure, and the moisture being the inhibiting factor in the decomposition of the fluorocarbon, etc., by the ultraviolet light is completely separated while feeding air from an air feeding device 3 at a completely moisture removing device 2. The fluorocarbon is decomposed at a photo-decomposition reaction device 4, and the produced gas consisting essentially of chlorine is separated with a gas separating membrane 5, and chlorine is recovered at a halogen recovering.storage device 6, and an unreacted fluorocarbon is recovered simultaneously to the photo-decomposition reaction device 4 to execute again the photo- decomposition reaction. In the case of bromine, the bromine is separated by gas-liquid separation from the unreacted fluorocarbon.
