PURPOSE: To contrive improvement of detecting accuracy by obtaining the first/second picture data with a picture taken by a fine time interval, and detecting a crowded degree in a predetermined region based on a sum of a differential picture data between a background picture data and the first picture data and a differential picture data between the first/second picture data, at the time of detecting the crowded degree. ;CONSTITUTION: A differential amount (S14) between a picture data (background picture data S11) of an elevator hall in a condition of no person taken by a television camera and a picture data (first picture data S12) of the elevator hall in the case of detecting a crowded degree is taken to make a binary (S15). Further, a differential amount (S16) between a picture data (second picture data S13) of the elevator hall taken after a fine time from taking the first picture and the first picture data (S12) is taken to make a binary (S17). A sum (S18) of these binary data is taken to calculate (S19) a number of waiting passengers in the elevator hall from the binary data of taking this sum.
