PROBLEM TO BE SOLVED: To provide a congestion degree analysis device, congestion degree analysis system, congestion degree analysis method, and congestion degree analysis program capable of calculating a congestion degree of aircraft at a prescribed spot taking account of flight altitude.SOLUTION: The congestion degree analysis device according to one embodiment of the present invention, calculates a congestion degree of aircraft to become a congestion degree for each altitude, where the aircraft is so controlled as to specify altitude thereof approaching to a prescribed spot according to a spot heading for next. The congestion degree analysis device includes: an acquisition section that acquires a scheduled time when the aircraft is scheduled to be at the prescribed spot, and travel-directional spot information representing a spot where the aircraft passing through the prescribed spot heads for; and an analysis section that calculates a congestion degree for each next-heading spot in the prescribed spot on the basis of the scheduled time and travel-directional spot information acquired by the acquisition section.SELECTED DRAWING: Figure 2
