The roller and belt assembly (10) for mounting on a spindle or drive shaft(20) comprises a closed loop belt (42) having an inner surface (50) and anouter surface (40), the inner surface (50) having an engaging material (52)thereon, and the outer surface having an abrasive or buffing material thereon.The assembly further includes a cylindrical roller (48) having an outercylindrical surface, having a longitudinal axis and having a resilient,compressible material (60) attached to and covering the outer cylindricalsurface. Sliding and engaging structure (62) is attached to the resilient,compressible material which, when the belt is rotated in the first direction,allows the belt (42) to slidingly rotate around and about the longitudinalaxis of the roller and, when the belt is rotated in a second direction, thesliding and engaging structure (62) engages the engageable material (52) onthe inner surface of the belt and prevents the belt from rotating about theroller.
