A security device and system (40) for preventing unauthorized access to and operation of fire hydrants (10). The security device (40) includes a first end portion (42) for coupling the device to a portion of a fire hydrant (10). The first end portion (42) preferably is coupled to the hydrant (10) by clamping it between an outlet port (14) of the hydrant (10) and a cap (16) for covering the outlet port (14). A second end portion (46) covers a valve control device of the hydrant (10) to control access to the valve control device and thereby prevent unauthorized persons from activating it. An intermediate portion (44) integral with the first and second end portions extends vertically from the first end portion (42) to the second end portion (46). The system (40) for preventing unauthorized operation of a fire hydrant (10) includes the security device (40) described above, a bonnet (30) for protecting a valve control device of the hydrant (10), and a locking cap (16) for closing an outlet port (14) of the hydrant (10). The system (10) also may include a tool (70) for removing the locking cap (16) from the outlet (14) and for opening the valve control device.
