The present invention is directed to a method for preparing an ionic polymeric material comprising a first hydrophilic polymer layer 28 and a second hydrophilic polymer layer 24 wherein the ionic resin particles are dispersed in the first layer 28, There is provided a disposable administration unit for transdermal delivery promoted by iontophoresis. The second layer 24 has a foil layer 18 containing an adhesive layer 20 on its surface. The first and second encapsulant layers are separated by a selective permeable film 22. The present invention also provides related apparatus and methods for using the novel disposable administration unit.
