A fixed frame (1,1A,1C) and a pair of horizontal arms (2), with webbing (11), support the bag (10) which has an opening (13,14) in its bottom. An actuator (7) on the support raises or lowers the bag. A vertical stake (20) with its point (21) in the air is located relative to the support so that the point is in line with the bottom opening. The bag is placed on a hopper (5) with a central opening (5A), so that the bag opening is vertically below the hopper opening. An actuator (7) displaces the hopper vertically. The stake is forced into the lower opening of the bag so as to form a central cavity in the middle of the powdered material contained in the bag. The stake is then withdrawn and a pressure exerted on the bag outside to cause the material to flow through the opening.
