PROBLEM TO BE SOLVED: To discriminate a specified picture by using optimum reference data prepared by considering the picture characteristics of the specified picture to be matched with the characteristics. SOLUTION: The density values of the respective picture elements of the picture obtained by rotating the feature part of the specified picture of paper money or the like are averaged for respective prescribed sizes and the reference data are prepared. In the preparation, the angle dependency of the sensitivity of the reference data is considered, an optimum division number (numerical value for determining how many referece data are to be prepared by one rotation of the picture) and the decided number of the reference data are prepared. Then, the data are stored in the nonvolatile memory of a device with each piece of the reference data as a unit.
