PROBLEM TO BE SOLVED: To realize convenient, safe, and highly reliable ground testing. ;SOLUTION: This device is provided with a command abnormality correcting part 15 having a data base which stores command data and a telemetry abnormality correcting part 16 having a data base which stores command data. The transmission of an error command is effectively prevented by the command abnormality correcting part 15, and an abnormal operating system and an abnormal constituting part are quickly identified based on a telemetry from an operating system by the telemetry correcting part 16.
