PROBLEM TO BE SOLVED: To obtain a water-base dispersion which has a good water dispersibility and gives a coating film having a good water resistance by forming a dispersion contg. fine polymer particles each of which comprises a core particle comprising a hydrophobic polymer having a specified amt. of functional groups dissociable into cations or anions and fine functional solid particles dispersed therein in a submicron order and a shell contg. a neutralization product of a polymer having functional groups dissociable into cations or anions. ;SOLUTION: This dispersion contains fine polymer particles each of which comprises a core particle mainly comprising a hydrophobic polymer (A) with a content of functional groups dissociable into cations or anions of 0.5 meq/g or lower and fine functional solid particles dispersed therein in an average particle size of 1 μm or lower and a 90% accumulation particle size of 3 μm or lower and a shell contg. a neutralization product of a polymer (B) with a content of functional groups dissociable into cations or anions of 1-5 meq/g. The amts. of polymers A and B satisfy the relation: 0.1≤Ma/(Ma+Mb)≤0.8 (Ma and Mb are the wts. of A and B, respectively).
