PROBLEM TO BE SOLVED: To prevent the nosocomial infection from a resistance pathogenic bacterium holding person by setting an active carbon water path set lower in the pressure in the water path than the air pressure in this sick room and connecting the water path or container mounted with an electrode subjected to current control. ;SOLUTION: The raw water satisfying the water quality standard for city water is introduced into the active carbon water path 1 via the electrode mounting water path 3 arranged with the electrode 4. The water path pressure of this active carbon water path 1 is set lower than the air pressure in the sick room by a pressure compressor 7. The pathogenic bacteria of a bacterium introducing unit 2 is introduced together with the raw water again through the electrode mounting water path 3 into the sterilizing container 5 having the electrode 6.
