SUBSTANCE: device has frame resting on running beiges and carrying drum for wire or carrier cable installed for turning around its axis displacing along axis, and crane boom with guide roller installed for turning. Crane boom can be moved vertically and horizontally on frame. Special tensioner is installed between wire drum and guide roller in direction of contact wire paying off to provided preset tension of wire, and brake unit to ensure required tensioning of wire at continuous operation of machine. Drum for wire is arranged vertically with its axle. Tensions and/or drum are installed for displacement perpendicularly relative to longitudinal axis of machine by means of drive.
