PROBLEM TO BE SOLVED: To obtain an electrifying member with a small electrification noise and uniform electrification with which a good image can be obtd. in any environment for a long time. SOLUTION: This electrifying member has a crown form and consists of a core metal 4, a foamed elastic layer 2 around the core metal, and a seamless tube 3 comprising plural layers around the foamed elastic layer. Before the seamless tube 3 of plural layers is applied, the foamed elastic layer 2 forms a straight cylinder. After applying the tube, the outer diameter on both ends of the layer 2 is made smaller than the outer diameter of the center part.
