PROBLEM TO BE SOLVED: To reduce the cost of an electrifying roller having a functional film consisting of plural tube layers having a film thickness incapable of composed after formation by forming the electrifying roller simultaneously by a vertical tube extrusion molding machine. SOLUTION: This electrifying member 1' is provided with a core metal 1, a foamed elastic body layer 2 on the outer periphery of the core metal and a functional double-layered film 3 on the outer periphery of the foamed elastic body layer. In the electrifying member 1', the outer periphery of the foamed elastic body layer is covered with a double layered tube which is separately formed as a tube and consists of plural layers including a thin layer being difficult of covering, as the functional double-layered film 3.
