PROBLEM TO BE SOLVED: To largely set a relative displacement allowable quantity of a pile and a sheath pipe by low seal pressure without peeling the painting film of the pile painting the surface. ;SOLUTION: Seal material 11 formed by raw material having elasticity in an L-shaped cross section form substantially rectangularly projected by a circular seal part 11B on the inner circumferential side of a fixed part 11A is fixed on the inner circumference of a base ring 12 engaged to a jacket 1, a formed seal 10 is secured to the jacket 12 through the base ring 12 by making the fixed part 11A the upper side.
