PROBLEM TO BE SOLVED: To enable the reduction of a storage space for surface soil and preservation of the surface soil for a long time. ;SOLUTION: A bottom drain layer 3 is provided on the ground of a storage place, and a surface soil 1 to be stored is placed on the bottom drain layer 3. Then, the surface soil 1 is stacked to a predetermined height on the bottom drain layer 3 with its periphery as a face of slope 1a and stored for a predetermined period of time in that state. The surface soil 1 is stacked in the bank state where the both sides constitute the face of slope. And they are arranged in a plural rows. A flat drain material 5 (intermediate drain layer) constituting a down slope from the center to the face of slope 1a in the stacked surface soil 1 is provided with a predetermined interval. A surface soil preserving device is buried in the surface soil 1 for promoting ventilation and drainage. A topsoil preserving device has the double pipe structure of an outer cylinder made of a holed pipe and an inner cylinder arranged inside, and air flow is encouraged by a natural venting fan provided at the top of the inner cylinder.;COPYRIGHT: (C)1999,JPO
