PURPOSE:To obtain the title composition containing a base compound, water soluble organic solvent and water and capable of simply and speedily carrying out filling of gap by a cyanoacrylate based instantaneous adhesive and adhesion of a porous material thereby without impairing appearance of coated material. CONSTITUTION:The aimed composition containing three components of (A) a base compound (preferably N,N-dimethylaniline, N-ethyl-N-methylaniline, N,N-dimethyltoluidine, etc.), (B) water soluble organic solvent (preferably alcohols such as methanol, ethanol, propyl alcohol or butyl alcohol) and (C) water.
