PROBLEM TO BE SOLVED: To continuously form the subject char having a higher calorific value than coal, excellent in storage stability, by drying no-caking coal, thermally decomposing the coal, passivating the prepared char in terms of thermal decomposition, then oxidatively passivating and hydrating/cooling to further passivate the char. ;SOLUTION: Non-caking coal is dried and dehydrated to give dried coal, from which a low volatile substance is vapored and removed. The dried coal is gradually heated to a temperature capable of forming char, and also to a temperature to (partially) fluidize a high volatile substance (Vh) in the interior of the char and to (partially destroy fine pores in the char and thermally decomposed to give the char. The high volatile substance Vh is made in a non- fluidization state in the destroyed fine pores, namely passivated in terms of thermal decomposition, and the char is cooled to a temperature to form char containing 14-22wt.% high volatile substance Vh, which is oxidatively passivated by chemical absorption of oxygen by a process gas (G) containing 3-21vol.% oxygen.
