PURPOSE:To improve travelling safety by providing a sensor detecting a regulation line and a discrimination means discriminating a failure to transfer to a right hand guiding line. CONSTITUTION:A regulation line LR identified as a right hand guiding line L2 is provided on the right hand toward the travelling direction in a right hand guiding line L1 against a right hand guiding line L2 at a prescribed interval with the regulation line in parallel with or approximately parallel with the right hand guiding line L2, and a sensor 6 detecting the regulation line LR for a moving vehicle A and a discrimination means 95 discriminating the failure to transfer to the right hand guiding line L2 as the sensor 6 detects the regulation line LR. Accordingly, should the moving vehicle fail to detect the right hand guiding line L2 and pass through it while trying to transfer from the right hand guiding line L1 to the right hand guiding line L2, the failure for the moving vehicle A to transfer is discriminated. Thus, more reliable travelling safety measure facility which operates directly is obtained.
