The procedure, in which predetermined quantities (Q1, Q2) of an effluent liquid (2) and a sterilizing agent (3) are mixed together before being discharged, consists of first evaluating the potential volume of the effluent, establishing an operational process for mixing the effluent and sterilizing agent in a set proportion (Q1/Q2) in the same duct (C), and then mixing a reduced volume (V1) of effluent with an appropriate volume (V2) of sterilizing agent and repeating the cycle until all the effluent has been sterilized and discharged. The procedure is carried out in an apparatus with chambers (7A) for the set volumes of effluent and sterilizing agent drawn from storage tanks (11, 12), a cyclic control unit (7B), a discharge pipe (C), a feeder (9) and a holding tank (10) for the sterilized effluent.
