PURPOSE: To provide a device which applies a special perforation process on a film or the like in order to make a liquid flow in one directly only. ;CONSTITUTION: A method to form a web N which is permeable to a liquid, and by which two atmospheres are isolated, and the flow of the liquid is allowed from one atmosphere to the other atmosphere only, and the flow in the reverse direction is not allowed, is disclosed. The web N is formed by being passed between two cylinders 5 and 7 which are pressed to each other and rotate in the opposite directions. One 7 of the cylinders is equipped with protrusions to apply a perforation process on the web N, on the surface. The cylinder 7 is equipped with the protrusions rotate at a circumferential speed which is larger than the circumferential speed of the other cylinder 5, and as a result, a relative slipping action is generated between the surfaces of both cylinders 5 and 7.;COPYRIGHT: (C)1994,JPO
