PROBLEM TO BE SOLVED: To provide a method for producing a material for civil engineering and construction out of a waste paper such as a newspaper, magazine and wrapping paper as a raw material because the recycling amount is only extremely small amount compared to that of the newspaper, magazine, etc., disposed of by homes, and the waste paper is in a state in which a large amount thereof is burned or subjected to a burying treatment under the ground nevertheless the recycling technique is established. ;SOLUTION: A muddy waste paper colloidal sediment formed by blending a waste paper with water in an amount of 10-30 times as much as the amount of the waste paper, and stirring the blend, is wrapped with a water-permeable sheet and inserted in a water-removing and forming frame and the obtained one or more naturally dewatered and laminated sheets are compulsory pressed and dewatered, or the muddy waste paper colloidal sediment is wrapped with the water-permeable sheet and allowed to be dewatered to loose 60-80% water. The dewatered material is blended with a vinyl acetate resin emulsion and kneaded, and the kneaded material is dewatered by subjecting the kneaded material to compulsory pressing by the forming and dewatering frame, or wrapping the kneaded material with the water- permeable sheet to be dewatered so as to loose 50-70% water. The dewatered product is blended and kneaded with a cement and the product is inserted into the dewatering and forming frame, formed and dried in the method for producing a material for civil engineering and construction out of a waste paper.;COPYRIGHT: (C)1999,JPO
