PROBLEM TO BE SOLVED: To provide a telephone line network by which a telephone line of a communication enterprise offering the cheapest communication charge is used for a speech by a caller without being conscious of condition of making a call. ;SOLUTION: The telephone line network employs a common line signal system, the telephone line network inquires of a telephone service controller 6 that selects a communication enterprise offering the cheapest communication charge by giving information of a telephone number of a caller telephone set 11 making a call and a telephone number of a called telephone set 12 dialed by the called telephone set to the controller 6, the telephone line network establishes a speech line on the basis of the reply from the controller 6, the telephone line network informs the telephone service controller 6 about start of a speech when the called telephone set replies and informs the telephone service controller 6 about the end of a speech when the caller telephone set interrupts the line.;COPYRIGHT: (C)2001,JPO
