PROBLEM TO BE SOLVED: To provide a conductive elastic body suitable as an electrification, a development, and a transcription means that not only suppresses a fluctuation of volume resistance index, a position dispersion of electrical resistance, a fluctuation of electrical resistance when electricity is continuously turned on, etc., by an environment change and an applied voltage but also makes toner releaseability, abrasion resistance, and durability excellent with enhancing of a quality of picture and facilitating a recycle and a picture forming apparatus using the same. ;SOLUTION: A conductive elastic body in the shape of a roller is formed by at least 3-layer stricture which is constituted by a substrate 1 consisting of a core body, an elastic part consisting of an elastic body 2 coating the substrate 1 and having conductivity and a surface layer part 3 coating the elastic part and having conductivity. An elastic material in the elastic part is mixed with a conductive filler consisting of a fine ceramic powder, etc. As a result, the conductive elastic body can suppress a position dispersion of electrical resistance, etc., and enhance a quality of picture.;COPYRIGHT: (C)2001,JPO
