PURPOSE: A method for manufacturing an arrestor with an additional function of reducing a power supply to a terminal and improving a telephone communication quality is provided to suppress an overcurrent and an overvoltage flowing to switching systems by inserting a resistance between positive temperature coefficients and the switching systems and ensure a smooth operation of the positive temperature coefficients having a low resistance value. CONSTITUTION: A safety apparatus includes a cable line connecting terminal and a switching system connecting terminal, sends an overcurrent and an overvoltage introduced from the cable line to a ground to protect a communication equipment, and compensates a line with different resistance values according to line distances. A subscriber line is connected to the cable line connecting terminal and connected to the switching system connecting terminal. Other end is connected to the ground. If an overvoltage over a predetermined level is applied, an arrestor bypasses the overvoltage to the ground. Positive temperature coefficients have a low resistance. A resistance suppress an overcurrent flowing through the resistance to the switching system connecting terminal. The resistance is connected between the positive temperature coefficients and the switching system connecting terminal, whereby a power amount supplied to the cable line is selectively reduced according to the resistance value.
