PROBLEM TO BE SOLVED: To enable a noise code book search at low calculation cost and to obtain a synthesized voice of high quality by providing a fixed waveform arranging means, etc., which arranges fixed waveforms read out of a fixed waveform storage means according to the positions and polarity codes of pulses of a pulse train vector. SOLUTION: According to the positions and polarity signs of pulses of a pulse train vector, fixed waveform arrangement part 12 arranges (shifts) a fixed waveform V1 read out of a fixed waveform storage part 11 from a start candidate position to a selected position P1 and similarly arranges fixed waveforms V2 and V3 from the start candidate positions for CH2 and CH3 to selected positions P2 and P3 respectively. Then an addition part 13 adds the fixed waveforms arranged by the fixed waveform arrangement part 12 to generate a sound source vector. A sound source vector generating device of this constitution is used as a noise code book to enable the noise code book search at low calculation cost and also to obtain a synthesized voice of high quality.
