PROBLEM TO BE SOLVED: To provide a moving picture recording and reproducing device that detects a scene switching point of time in parallel with compression recording of a moving picture so as to record time information at the switching point of time and a referencing still picture and can start efficient reproduction of a desired scene through the reference and selection of them by a user.;SOLUTION: A video decoder 12 converts analog moving picture data from a TV tuner 11 into digital moving picture data, and gives non-compression digital moving picture data to a moving picture compressor 10 and a display controller 4. An auxiliary storage device 7 records data compressed by the moving picture compressor 10, the moving picture recording and reproducing device utilizes a main storage device 2, the auxiliary storage device 7, a storage device 8 exclusively for the display controller and an interlace-progressive converter 14 to detect a scene switching change point from the non compression data and the auxiliary storage device 7 stores time information and reference still picture data at the scene switching change point.;COPYRIGHT: (C)2002,JPO
