The blue phosphor of the present invention is produced by a secondary firing in a primary firing after addition of a flux (flux) in the matrix SrTiO 3, and then the phosphor in a reducing atmosphere. Adding and mixing a flux a mixture of a strontium salt and a titanium oxide (TiO 2), and then, 1~6 hours at 1100~1400 ℃ under an air atmosphere causes the primary firing. To 0.5~2 hours 2 primary firing at 1000~1300 ℃ the first it fired material in a reducing atmosphere to impart conductivity to the phosphor. SrTiO 3 blue fluorescent substance for a low voltage of the present invention may be used by the addition of conductive materials such as In 2 O 3, V 2 O 5, WO 3.
