The procedure is carried out in two phases: a first in which two granular materials are mixed together and water is added to them, and a second phase in which a bitumen emulsion is added to the pre-mix and mixed prior to use. The amount of added water is determined by laboratory tests to control the performance of the bitumen-bound product. The mixture is produced in a machine with a feed section (1) comprising a tractor unit hopper (3) and conveyor (5), and a coating section (2) with a loading hopper, mixer (21), and a tank with reservoirs for water (11), emulsion (12) and additive (13).
