The device has cement (20), water (24) and a bitumen emulsion (28), provided in a container (14, 18) and mixed with rock material (16). A discharge opening has its lower surface provided into a conveyer system and the discharge flows into a second conveyer system (38). The tank for the water and the bitumen emulsion has a lower discharge opening which flows into the second conveyer system where the liquids are mixed. The second conveyer system is arranged below the first conveyer system.
