PROBLEM TO BE SOLVED: To secure the reliability of a communication route in a network management system managed by a network management protocol. ;SOLUTION: A plurality of agents and a data processor 3 are connected mutually communicably through transmission lines 1 and 2. The data processor 3 is an NMS managed by SNMP and is provided with a communication line state management means 321 for confirming the validity of the plural communication routes (communication route to the agent through the transmission lines 1 and 2 is decided) by sequentially issuing a test command message through the plural communication routes to the agents in each cycle set beforehand. Further, the communication line state management means 321 is provided with a storage means for storing a result to a test command in a communication line storage part 331 for each communication route and a decision means for deciding a communication line to be operated by the storage means.;COPYRIGHT: (C)2000,JPO
