PROBLEM TO BE SOLVED: To transact a transaction target object at an appropriate price. ;SOLUTION: The highest bidding price in the first competitive bidding is checked to be released, and second bidding is received for a fixed period. Second bidding prices are sent by some buyers, and if a certain buyer offer a bid with an amount surpassing the highest bidding price in the first bidding (S401 and S402), the buyer who presents the highest amount among second bids is decided to a successful bidder for the transaction target object (S403). Further, it is decided whether there is another second bid that offers an amount surpassing the first highest bidding price exists (S404). If there is no second bid that surpasses the first highest bidding price, the second highest bidding price that is bid by the successful bidder is decided to be a successful bidding price (S405).
