PPROBLEM TO BE SOLVED: To provide an apparatus which efficiently generates a large volume of hydrogen by effectively bringing a hydrogen generating agent into contact with a catalyst, a unit comprising the apparatuses, and a method of manufactur ing the apparatus. PSOLUTION: A sheet carrying catalyst particles 36 as the apparatus for catalytic hydrogen generation is formed by bonding catalyst particles 39 with an adhesive on the surface of a sheet comprising a metal or a synthetic resin 37. The catalyst particles 39 are composed of at least one selected from a metal catalytic hydrogen generation in contact with a hydrogen generating agent 12, a hydrogen-storing alloy, and those fluorinated. A plurality of the sheets carrying catalyst particles 36 are parallelly arranged in a supporting frame 34 at regular intervals to form a unit comprising the apparatuses for catalytic hydrogen generation 17.
