PROBLEM TO BE SOLVED: To provide a base member for installation of a steel frame, a manufacturing method therefor, and a method for installing the steel frame by using a base for the installation of the steel frame, which enable the steel frame to be installed with accuracy and can shorten a construction period without being affected by the weather.;SOLUTION: A PC (precast) base 3 is used between mortar 7 which is formed on foundation concrete 5 and the steel frame 8 which is installed on the mortar 7. In the PC base member 3, an unshrinkable substance is molded in a predetermined shape. The unshrinkable substance is obtained by molding, for example, a grout material. A top surface of the PC base is brought into contact with the steel frame 8; an under surface thereof is brought into contact with the mortar 7; and roughening is applied to the under surface.
